草原城市高质量发展耦合协调效应及驱动因子分析

    目的 高质量发展是实现可持续发展、建设美丽中国的重要抓手,高质量发展是对创新发展、共享发展、绿色发展、开放发展和协调发展的高度概括,在促进地方可持续发展与改善人类福祉等方面发挥着重要作用,对于推深做实草原城市高质量发展具有重要现实意义。
    方法 基于熵值法、熵值TOPSIS法、耦合协调度模型与灰色关联分析模型的深度融合,构建了呼伦贝尔市高质量发展的时空评价体系、耦合协调发展评价体系和高质量发展驱动要素关联评价体系,剖析草原城市高质量发展的时空梯度变化。
    结果 ①呼伦贝尔市高质量发展呈现“缓慢下降—稳步提升—快速下降—持续上升”的变化趋势,2018年是呼伦贝尔市高质量发展时空变化的分水岭;②呼伦贝尔市高质量发展的耦合度呈现“上升—下降—上升—下降”的趋势变化,其协调度和耦合协调度在上下浮动中总体上升态势,2018年对其耦合度、协调度、耦合协调度影响较大;③呼伦贝尔市创新发展与其他四个子项的耦合度、协调度和耦合协调度持续下降,而其他四个子项之间的耦合度、协调度和耦合协调度持续上升;④呼伦贝尔市高质量发展主要受恩格尔系数、科学研究和技术服务业从业人员人数、草原种草改良任务面积、草原综合植被盖度和外商投资企业个数等要素影响。
    结论 绿色发展在草原城市高质量发展中占据举足轻重的地位,重视草原保护工作, 加强创新发展、共享发展、绿色发展、开放发展和协调发展的耦合协调度水平, 以促进草原城市高质量发展。

     

    Abstract:
    Objectives Achieving high-quality development is a critical component to achieve sustainable development and build a beautiful China. High-quality development is a comprehensive term encompassing a variety of approaches, including innovative development, shared development, green development, open development and coordinated development. It plays an important role in promoting local sustainable development and improving human well-being. This initiative holds significant practical importance in promoting and implementing high-quality development of grassland cities.
    Methods The study proposed a spatiotemporal evaluation system for the high-quality development of Hulun Buir City. The system was based on the deep integration of the entropy method, the entropy TOPSIS method, the coupling coordination model, and the grey correlation analysis model. It also included a coupled, coordinated development evaluation system, and a high-quality development driving factor correlation evaluation system, and analyzes the spatiotemporal gradient changes of high-quality development of pastoral cities.
    Results (1) The high-quality development of Hulun Buir City showed a trend of "slow decline-steady improvement-rapid decline-continuous rise". The year 2018 signified a pivotal moment in the spatiotemporal evolution of the high-quality development in Hulun Buir City. (2) The coupling degree of the high-quality development of Hulun Buir City exhibited a trend of "rise-fall-rise-fall". The coordination degree and coupling coordination degree increased in overall fluctuation. In 2018, the impact on its coupling degree, coordination degree and coupling coordination degree was relatively large. (3) The coupling degree, coordination degree and coupling coordination degree of Hulun Buir City's innovation development and the other four sub-items continued to decline. Conversly, the coupling degree, coordination degree and coupling coordination degree between the other four sub-items demonstrated a continuous upward trend. (4) The high-quality development of Hulun Buir City was primarily influenced by the Engel coefficient, the number of employees in scientific research and technical service industries, the area of grassland planting and improvement tasks, the comprehensive grassland vegetation coverage and the number of foreign-invested enterprises.
    Conclusions Green development plays a vital role in the high-quality development of pastoral areas. It is necessary to focus on grassland protection in pastoral areas, strengthen innovative development, and improve the coupling coordination level of shared development, green development, open development and coordinated development to promote high-quality development of grassland cities.
