日本森林特色小镇建设模式及其对中国的启示

Japan’s forest characteristic town construction model and implications for China

      目的  通过研究世界森林特色小镇建设的典范——日本长野县轻井泽町森林小镇(简称“轻井泽”),总结日本森林特色小镇的建设模式,及其对中国森林特色小镇建设的借鉴意义。
      方法  首先,对中国和日本森林特色小镇发展历史、建设模式等进行文献分析;其次,结合实地调研,走访轻井泽当地房地产和旅游业从业人员,对当地资源禀赋、产业基础、发展模式进行了深度访谈;最后,选取轻井泽森林特色小镇作为典型案例进行分析研究。
      结果  经过130多年4个时期的建设,轻井泽完善了外部高铁、高速公路、内部循环交通在内的综合交通网;制定了一系列保护自然环境,控制无序商业发展的法规条例;建造了一系列融合人文和自然景观,具有极高艺术价值的博物馆、美术馆、酒店、民宿;吸引了日本国内著名企业参与到轻井泽森林小镇的建设中,培育了婚庆、会议、观鸟等新业态;发展了农林业产品培育、采集和初加工的绿色产业;形成了轻井泽风格的生活方式,成为文旅融合、产业创新、社区发展的平台。
      结论  借鉴日本森林小镇建设经验,提出了中国特色森林小镇建设路径和发展模式。开发森林小镇要摸清基础条件,定位主导产业,明确发展目标;环境保护和经济发展可以相辅相成。同时,政府治理需要综合考虑中央政府的指导和地方政府的实际操作,将自上而下与自下而上相结合,以实现更有效的决策和政策执行。

     

    Abstract:
      Objectives  Through the study of the world’s forest characteristic town construction model−Karuizawa Forest Town in Nagano Prefecture, Japan (referred to as “Karuizawa”), the paper summed up the construction mode of Japanese forest characteristic towns, and the study of the revelation of the construction of China’s forest characteristic towns.
      Methods  Firstly, literature analysis wascarried out on the development history and construction mode of forest characteristic towns in China and Japan. Secondly, combined with field research, local real estate and tourism practitioners in Karuizawa were visited, and in-depth interviews were conducted on the local resource endowment, industrial foundation, and development mode. Lastly, Karuizawa Forest Characteristic Town was selected as a typical case to analyze and research.
      Results  After more than 130 years and four periods of construction, Karuizawa has perfected a comprehensive transport network, including external high-speed railways and motorways, and internal circular transport; formulated a series of laws and regulations for the protection of the natural environment and the control of uncontrolled commercial development. Also, Karuizawa built a series of museums, art galleries, hotels, and lodgings that combine humanistic and natural landscapes with high artistic value; attracting the participation of famous domestic enterprises in the construction of the Karuizawa Forest, fostering new businesses such as weddings, conferences, and bird-watching; which developed a green industry that cultivated, collected, and initially processed agricultural and forestry products; and formed the Karuizawa style of life as a platform for innovative development that integrated industry, culture, tourism, and community.
      Conclusions  Drawing on the experience of forest town construction in Japan, the construction path and development mode of China’s forest characteristic town were proposed. To develop a forest town, it is necessary to find out the basic conditions, locate the leading industries, and clarify the development objectives. Environmental protection and economic development can be mutually reinforcing. Meanwhile, government governance needs to integrate the guidance of the central government and the practical operations of local governments, combining top-down and bottom-up approaches for more effective decision-making and policy implementation.
